This bill amends existing telemarketing regulations in New Jersey to enhance transparency and consumer protection. It requires telemarketers to display their name and telephone number on caller identification services when making sales calls. Additionally, it prohibits telemarketers from making unsolicited calls to customers whose numbers are on the no-call list, with a specific exception for calls made within three months of the customer's number being added to the list, provided the telemarketer did not have access to the updated no-call list at the time of the call.

Furthermore, the bill stipulates that telemarketers must accurately identify themselves and the purpose of the call within the first 30 seconds. It also prohibits telemarketers from using methods that block caller identification services or misrepresent their identity. The bill is set to take effect immediately but will remain inoperative for 60 days following its enactment.
