The database is intended to serve as a resource for government agencies to coordinate utility service work, roadwork, and other related activities within public rights-of-way. It will be accessible to both government agencies and utility service providers, facilitating improved communication among all parties affected by scheduled utility work.

Additionally, the bill requires utility service providers to notify the BPU electronically about scheduled service work at least five business days in advance. The BPU will keep this information updated in the online database until the work is completed, canceled, or rescheduled. In cases of emergency, where immediate service work is necessary, utility providers must inform the BPU as soon as possible after the emergency begins, thus allowing for timely updates to the database.
