This bill mandates that starting with the grade eleven class in the first full school year after its enactment, local graduation requirements set by boards of education must include the completion and submission of the Free Application for Federal Student Aid (FAFSA). Students may request an exemption from this requirement by submitting a signed form from a parent or guardian, or by the student themselves if they are at least 18 years old.

Additionally, the bill directs the Commissioner of Education, in collaboration with the Executive Director of the Higher Education Student Assistance Authority, to create and distribute a list of resources that will provide guidance on completing the FAFSA for school districts, parents, and students. This initiative aims to enhance access to federal financial aid for students pursuing higher education.
