This bill amends R.S.33:1-12 to allow holders of seasonal retail consumption alcoholic beverage licenses to exchange their licenses for full-year plenary retail consumption licenses. This change enables these licensees to sell alcoholic beverages for consumption on their premises throughout the entire year, rather than being restricted to specific seasons. The bill stipulates that the conversion process requires the licensee to surrender their seasonal license to the issuing authority, which will then issue a plenary retail consumption license. The licensee will have the same privileges as other plenary license holders in their municipality, including the ability to sell alcoholic beverages during the same days and hours.

The fee for converting a seasonal license to a plenary license will be determined based on the average sales price of plenary retail consumption licenses in the municipality over the two years preceding the bill's effective date, with a maximum conversion fee set at $250,000. Additionally, the licensee will be required to pay the annual fee associated with holding a plenary retail consumption license. This bill does not create new licenses but allows existing seasonal license holders to expand their selling period, maintaining the existing population-based restrictions on the total number of consumption licenses a municipality can issue.
