This bill establishes a pilot program within the New Jersey Department of Human Services (DHS) aimed at developing coordinated treatment plans for individuals facing behavioral health issues, such as mild-to-moderate mental health concerns, emotional disturbances, and substance use disorders. The DHS will select two hospitals from each Regional Health Hub to participate, prioritizing those not currently affiliated with the Early Intervention Support Services program and those connected to the health information networks. Participating hospitals will be required to refer patients presenting with behavioral health issues in their emergency departments to appropriate community-based treatment and support services, ensuring timely follow-ups and coordination of care.

Additionally, the bill mandates that the State Medicaid and NJ FamilyCare programs provide coverage for the behavioral health services offered through this pilot program, contingent upon the approval of necessary state plan amendments or waivers to secure federal funding. The Commissioner of Human Services is tasked with applying for these amendments, and the DHS will allocate funding to support the Regional Health Hubs involved in the program. The bill aims to enhance the accessibility and effectiveness of behavioral health care for patients in New Jersey by fostering collaboration between hospitals and community providers.
