The Office of Legislative Service (OLS) determines that this bill will result in an indeterminate
one-year State revenue loss associated with the waiver of payment of fees for certain
certification and credentialing in FY 2024. The OLS does not have access to specific data
concerning the number of individuals that may be eligible for the waiver under the provisions
of the bill.
The OLS notes that the FY 2024 Governor’s Budget assumes a revenue loss of $5.0 million in
FY 2024 attributable to the waiving of teacher certification fees.
BILL DESCRIPTION
This bill waives certain certification and credentialing fees for one year. Under the bill, for the
period beginning July 1, 2023 and ending June 30, 2024, the State Board of Examiners will waive
payment of fees for the following certifications and credentials: (a) certificates of eligibility (CE)
and certificates of eligibility with advanced standing (CEAS), which include the provisional
certificate and standard certificate; (b) emergency certificates; (c) substitute credentials; (d)
renewal of emergency and provisional certificates; (e) name changes in the certification system;
(f) evaluations of credentials to determine eligibility to take a particular State certification
examination or to obtain information concerning qualifications for certification; (g) standard
certificates issued without a prior provisional certificate; (h) the test score service fee for

certificates that require a test; (i) letters sent in response to a candidate’s written request to verify
test scores no longer available from the testing company; (j) application fees for a qualifying
academic certificate pursuant to N.J.S.A.18A:6-41; (k) administrative fees due upon completion
of a State-approved administrator residency program; (l) administrative fees due upon completion
of a Commissioner-approved CE preparation program for holders of an instructional CE; and (m)
limited CE and CEAS in instructional areas, which include the provisional certificate and standard
certificate.

Currently, under State Board of Education regulations, N.J.A.C.6A:9B-5.6, fees associated
with the certifications and credentials covered under the provisions of the bill are as follows:
