The Office of Legislative Services (OLS) concludes that this bill will result in a State
expenditure increase of up to $4.5 million in the first year the bill is in effect. This is based on
a cost analysis provided by the Department of Law and Public Safety.
Backing out certain one-time costs, the OLS estimates that the division’s ongoing expenses
thereafter would be approximately $4 million annually.
The Division of Violence Intervention and Victim Assistance, within the New Jersey
Department of Law and Public Safety, was established in September 2022 through Attorney
General Administrative Directive No. 2022-10. This bill codifies this division into law, and
organizes and reorganizes certain offices and duties.
BILL DESCRIPTION
This bill establishes the Division of Violence Intervention and Victim Assistance within the
Department of Law and Public Safety.
The division will oversee and coordinate all violence intervention and prevention efforts and
victim assistance services performed by the Office of the Attorney General. The division will
provide services, administer and monitor programs, develop and implement strategies, serve as a

resource center for other agencies and for local communities, build partnerships within
communities, provide grants, and safeguard victims’ rights. The executive director of the division
is to be appointed by the Office of the Attorney General.
The division will be organized, or re-organized, as appropriate, into four key offices: 1) Office
of Trial and Criminal Justice Process; 2) Office of Victim Support and Assistance; 3) Office of
Violence Intervention and Prevention; and 4) Victims of Crime Compensation Office.
FISCAL ANALYSIS
EXECUTIVE BRANCH
The OLS did not receive a formal fiscal note for this bill. However, upon request, the
Department of Law and Public Safety provided a cost analysis indicating that the first-year costs
to establish the Division of Violence Intervention and Victim Assistance would be $4.5 million.
This estimate includes expenditures for 23 full-time equivalent employees ($1.9 million),
fringe costs ($1.3 million), and nonsalary costs ($1.3 million).

Employees included in this estimate only include personnel for the Division of Violence
Intervention and Victim Assistance, the Office of Trial and Criminal Justice Process, the Office of
Victim Support and Assistance, and the Office of Violence Intervention and Prevention. The OLS
notes that the Victims of Crime Compensation Office was not included in the estimate as the office
is currently established and allocated funds separately.
