The tier 1 license has a fee of $100, while the tier 2 license has a fee of $480. Both licenses limit the amount of alcohol served to one drink per customer per appointment and require the licensee to maintain records of service or sales, which must be available for inspection by the liquor commission.

Additionally, the bill mandates that the liquor commission submit an annual report to the legislature detailing the number of licenses applied for, granted, and denied, as well as the number of inspections and violations. The bill also includes provisions that prohibit the issuance of licenses to salons or barbershops located within private residences and restricts individuals under 21 years of age from consuming alcohol on the premises. The act will take effect 60 days after its passage and is expected to have a fiscal impact of less than $10,000 in each fiscal year from 2026 to 2029.
