This bill amends the current law regarding the sale of the Anna Philbrook Center for Children by exempting it from certain statutory requirements related to New Hampshire hospital real estate. Specifically, it modifies RSA 2025, 141:317 to include a new provision that allows the commissioner of the department of administrative services to sell the property at fair market value after the completion of a transition plan developed by the department of health and human services. The bill stipulates that the property must first be offered to the city of Concord and then to Merrimack County, with a deadline for acceptance set for January 1, 2026. If neither entity accepts the offer, a request for proposals will be issued for the sale of the property, which must be completed by June 30, 2027.

Additionally, the bill includes the insertion of RSA 4:39-a into the existing legal framework, which indicates that the sale process will proceed without the constraints of certain other statutes (RSA 10, RSA 4:39-a, and RSA 4:40). The commissioner is also required to provide quarterly reports on the sale's progress to the fiscal committee of the general court, and all proceeds from the sale will be directed to the general fund. The act is set to take effect immediately upon passage.
