This bill establishes the "Cyanobacteria Mitigation Loan and Grant Fund Task Force" by amending RSA 485-A to include a new section, 485-A:62. The task force is tasked with studying and developing sustainable funding sources for the existing cyanobacteria mitigation loan and grant fund. The membership of the task force will include two members from the Senate and two from the House, along with representatives from various state departments and organizations, including the governor or a designee, the commissioner of the Department of Transportation, and members from environmental and recreational organizations. Legislative members will receive mileage reimbursement for their participation.
The task force is directed to explore several funding initiatives, including a voluntary decal program for non-motorized watercraft, establishing a license plate decal, and reallocating certain fees and mitigation funds to support the cyanobacteria mitigation fund. Additionally, the task force will consider improvements to stormwater infrastructure to reduce cyanobacteria in New Hampshire water bodies. The task force is required to report its findings and recommendations for proposed legislation by November 1, 2026. The act will take effect upon its passage.
