This bill authorizes the Greater Concord Chamber of Commerce, or its successor organization, to install and maintain one advertising device near Exit 12 on Interstate 93. The purpose of this device is to promote nonprofit events and destinations in downtown Concord. The new legal language inserted into RSA 236:74, IV allows for this exception, specifying that the advertising device must be located within 500 feet of Exit 12 North and comply with local zoning ordinances. The device can be as large as the largest sign permitted by the sign ordinance, may be internally lit, and can change its message up to four times in a 24-hour period.
Additionally, the bill stipulates that the advertising device can only promote events sponsored by Concord-based nonprofit entities, with a provision allowing up to 20 percent of the display to feature for-profit entities to help offset costs. The city of Concord is explicitly excluded as an eligible sponsor for the events promoted. The funding and maintenance of the device will be the responsibility of the Chamber of Commerce or its successor organization. The act will take effect 60 days after its passage, and the fiscal impact is estimated to be less than $10,000 for each fiscal year from 2026 to 2029.
