The bill mandates that the committee meet at least once a month, with all meetings to be live broadcasted and recorded on the general court website. Furthermore, it requires that all agendas, minutes, and reports from committee meetings be posted on the Department of Education's website.

Additionally, the bill stipulates that the committee must submit an annual report by November 30 each year, detailing findings, recommendations, and any necessary improvements to the EFA program. The changes include the insertion of new language regarding the committee's expanded review responsibilities and operational transparency, while deleting some previous language that was less specific about the committee's functions. The act is set to take effect 60 days after its passage.
