This bill amends the process for obtaining guide licenses in New Hampshire by requiring applicants to apply directly to the chief of the law enforcement division of the fish and game department, replacing the previous requirement to apply to the executive director or their designee. Additionally, it mandates that new applicants submit a criminal history record release form and fingerprints for a background check, with provisions for accepting police clearances if fingerprint attempts are unsuccessful. The bill also clarifies that the term "department" refers specifically to the enforcement division of the New Hampshire fish and game department.

Furthermore, the bill repeals the fee for temporary registration of nonresidents for off-highway recreation vehicles (OHRVs), which is expected to increase revenue for the Department of Natural and Cultural Resources and the Fish and Game Department as nonresidents will now be required to pay the full registration fee instead. The repeal of the temporary registration fee and the discretionary use of funds for enhancing OHRV law enforcement collaboration are also included in the bill. The act is set to take effect on November 1, 2026.
