This bill mandates the New Hampshire Department of Health and Human Services to implement community engagement and work requirements as part of the Granite Advantage Health Care Program, which is the state's expanded Medicaid program. The bill specifies that the department must submit required documentation to the Centers for Medicare and Medicaid Services (CMS) by December 1, 2026, or within 30 days of the publication of the federal application template. The proposed plan for these requirements must be reviewed by the fiscal committee of the general court before submission to CMS. Additionally, the bill requires quarterly reports on the status of the plan and its implementation to various legislative leaders and the governor.
Furthermore, the bill suspends certain provisions of RSA 126-AA:2 related to community engagement and work requirements for the duration of the federal requirements established under Public Law 119-21, Section 71119 (2025). If the federal requirements are eliminated, the commissioner of the Department of Health and Human Services must certify the removal of the suspension. The bill also amends existing language regarding the application for necessary waivers and state plan amendments to ensure the program is funded exclusively from non-general fund sources, including federal funds. The act will take effect upon its passage.
