This bill amends RSA 215-A:10, IV to designate specific sections of highways in the town of Windsor for Off-Highway Recreational Vehicle (OHRV) operation. The newly inserted subparagraph (e) specifies that OHRV use is permitted on Windsor Road from the Hillsborough town line to the intersection of Black Pond Road, and on Black Pond Road from the intersection of Windsor Road to Miller Road. The authorization for this use must come from the town board of selectmen, following a public hearing that is advertised at least 14 days in advance and includes notification to abutters. The approval of the department of transportation and the department of safety is also required, and the bureau or its designee will be responsible for signing the designated highway sections.
Additionally, the bill allows the town board of selectmen to change the allowable usage of these highways for OHRVs after a public hearing, except in cases of emergency closures. The board must notify the supervisor of the bureau and the department of transportation and remove any outdated signage. The bill is set to take effect 45 days after its passage, with an effective date of August 3, 2026.
