This bill amends RSA 215-A:10, IV to designate specific sections of highways in the town of Windsor for Off-Highway Recreational Vehicle (OHRV) operation. The new subparagraph (e) specifies that Windsor Road from the Hillsborough town line to the intersection of Black Pond Road, and Black Pond Road from the intersection of Windsor Road to Miller Road, may be authorized for OHRV use. The authorization process requires the town board of selectmen to hold a public hearing, notify abutters, and obtain approval from the departments of transportation and safety. Additionally, the bureau or its designee is responsible for signing the approved sections for OHRV use.
The bill also allows the town board of selectmen to change the allowable usage of these highways for OHRVs after a public hearing, provided they notify the bureau and the department of transportation and remove any outdated signage. The act will take effect 45 days after its passage. The bill introduces new legal language regarding the designation and management of OHRV use on these highways while deleting any conflicting provisions in current law.
