This bill updates the procedures for reporting fetal death records in New Hampshire by repealing and reenacting several sections of RSA. It mandates that a fetal death worksheet be prepared and a report filed within five days of the occurrence, with electronic filing required for deaths occurring in facilities that prepare birth records. For deaths outside such facilities, a paper worksheet must be submitted to the division, which will then file the report electronically. The bill also details the information required in the fetal death report, including specifics about the fetus, mother, father, and circumstances surrounding the death.

Additionally, the bill revises the paternity affidavit process and establishes new procedures for issuing burial permits for fetal remains. It requires designated hospital staff to assist parents in preparing the paternity affidavit and mandates that information regarding fetal deaths be filed electronically by licensed funeral directors or town clerks. The bill specifies that a burial permit must be completed for dispositions outside of hospitals and submitted within six days, with provisions for retaining the permit in accordance with existing record retention schedules. The act will take effect 120 days after its passage.
