This bill amends the voting procedure by allowing a supervisor of the checklist to verify a voter's identity using identification if they personally know the voter. The previous provision in RSA 659:13, I(c) has been repealed and reenacted to include new language that specifies the roles of moderators, clerks, supervisors, or selectmen in verifying a voter's identity. If a voter lacks valid photo identification, they will be directed to the supervisor of the checklist, who will assess the voter's qualifications and identity. If verified, the voter can cast their ballot; if not, they may appeal the decision to the superior court.
Additionally, the bill introduces provisions for residents of nursing homes or similar facilities, allowing them to prove their identity through verification by the facility's administrator or designee. This verification process is treated equivalently to that of a voter presenting a photo ID. The bill also includes a requirement for the verifying official to sign an attestation form, ensuring accountability in the verification process. The act will take effect 60 days after its passage.
