This bill aims to limit conflicts of interest and prevent excessive concentration of power among municipal board and committee members by establishing clear incompatibility rules for various municipal offices. The bill repeals and reenacts RSA 669:7, which now prohibits individuals from simultaneously holding multiple specified offices, such as selectman, treasurer, or town manager, among others. It also restricts town clerks, deputy clerks, and municipal employees from holding certain positions that could lead to conflicts of interest, such as serving on local land use boards or budget committees while also being involved in municipal administration.
Additionally, the bill stipulates that no individual may file for candidacy for incompatible elected offices at the same time, although they may run for a new office if their current term ends before the election. The provisions allow for the transfer of information between offices and clerical assistance among them, while also clarifying that alternates on boards are treated as regular members for these purposes. Existing members holding conflicting positions will be allowed to remain in their roles until the next municipal elections, ensuring a smooth transition to the new regulations. The act will take effect upon passage.
