The application process is also detailed, requiring candidates to submit various documents, including a completed application form, work and education records, and confidential references.

Additionally, the bill specifies the skills, competencies, and knowledge that candidates must demonstrate to be certified as superintendents. These include understanding and promoting a vision for student success, fostering a positive district culture, managing organizational systems and resources effectively, collaborating with families and communities, and adhering to ethical standards. The commissioner of the department of education is tasked with adopting rules related to these certification requirements. The act will take effect 60 days after its passage.
