This bill amends RSA 167 by adding a new section, 167:83-a, which mandates that the Department of Health and Human Services (DHHS) notify licensed child care providers when an application for a child care scholarship is received that names their program as the intended provider. The notification must be sent electronically within three business days and should include the child's name, anticipated start date (if provided), and a statement indicating that the application is pending eligibility determination. Additionally, the DHHS is required to send follow-up notifications within three business days regarding the approval, denial, or withdrawal of the application.
The bill also stipulates that the commissioner of the DHHS will adopt rules concerning the form, content, and secure transmission of these notifications. The act is set to take effect 60 days after its passage. While the bill does not provide funding or authorize new positions, it is estimated that the necessary modifications to the NH Electronic Application System will cost approximately $230,000, with an additional $20,000 for staff salaries and benefits, to be funded through a combination of federal and state general funds.
