This bill establishes a committee tasked with studying the laws and procedures related to the filing and registering of quitclaim deeds in the state. The committee will focus on legislative protections against property fraud and title theft that can occur through the use of quitclaim deeds. It will consist of three members from the House of Representatives, appointed by the Speaker, and one member from the Senate, appointed by the President. Members will receive mileage compensation for their duties. The committee is required to review the definition and uses of quitclaim deeds, investigate how property fraud and title theft are perpetrated using these deeds, and examine legal and procedural changes implemented in other states to mitigate such risks.

Additionally, the committee will solicit input from various stakeholders, including legal experts, county officials, and victims of property fraud. It will evaluate a range of legal and procedural options available to New Hampshire to reduce the likelihood of property fraud and title theft associated with quitclaim deeds, considering the advantages, disadvantages, and potential costs of each option. The committee is required to elect a chairperson, hold its first meeting within 45 days of the bill's passage, and report its findings and recommendations for proposed legislation by November 1, 2026. The bill will take effect upon its passage.
