This bill amends RSA 106-L:5 by adding a new paragraph that authorizes the director of the police standards and training council to detail law enforcement training specialists for law enforcement and crowd control services at the request of state, county, or local law enforcement agencies. The detailed specialists can perform these services during public and private events, as well as for extra duty functions outside regular business hours, and the council will be reimbursed for these services. The new provision also allows the officers to enforce all criminal and motor vehicle laws while performing these duties and mandates the council to establish a detail rate that covers compensation, vehicle use, employee benefits, and other expenses.

The bill is expected to have an indeterminable fiscal impact on state revenue and expenditures, as any costs incurred by the state for detailing these specialists will be offset by reimbursements received. The act will take effect 60 days after its passage, and it is noted that this bill is identical to a previous bill, HB 778, from the 2025 session.
