This bill establishes a new commission, referred to as the Single Primary Study Commission, to investigate the implementation of single ballot primary elections in New Hampshire. The commission will consist of various members, including two representatives from the House (one from each major political party), two senators (also one from each party), the Secretary of State or a designee, and representatives from civic organizations and local election officials. The commission is tasked with researching the feasibility of a single ballot primary and will be required to report its findings and recommendations for potential legislation by November 1, 2027.

Additionally, the bill includes a provision that repeals the newly established section (RSA 659:39-a) on November 1, 2027, effectively dissolving the commission at that time. The legislative members of the commission will receive mileage reimbursement for their duties, and the commission is required to hold its first meeting within 90 days of the bill's passage. The effective date for the majority of the bill is upon its passage, while the repeal of the commission will take effect on the specified date in 2027.
