This bill establishes a committee, referred to as the "better education on life-saving action committee," tasked with studying ways to raise awareness of New Hampshire's good Samaritan law (RSA 318-B:28-b), which provides immunity from liability in certain situations involving drug overdoses. The committee will consist of three members from the House of Representatives and one member from the Senate, all appointed by their respective leaders. Members will receive mileage compensation for their duties. The committee's responsibilities include determining effective methods to raise public awareness, especially among high-risk populations, evaluating past outreach efforts, and considering the allocation of state funding for awareness initiatives.
Additionally, the committee will explore the reasons behind the underutilization of the good Samaritan law's immunities and gather insights from various stakeholders, including criminal justice professionals and addiction experts. The committee is required to elect a chairperson and hold its first meeting within 45 days of the bill's passage. It must report its findings and any legislative recommendations by November 1, 2026. The bill will take effect immediately upon passage.
