This bill establishes a new legal framework for innovative housing structures, specifically tiny houses, tiny houses on wheels, and yurts, allowing them to be used as single-family or accessory dwellings. It introduces definitions for terms such as "dwelling site," "innovative housing structure," and "off-site construction," while setting forth construction, inspection, and manufacturing requirements. Municipalities are granted the authority to permit these structures on individual house lots and treat them as single-family dwellings for zoning purposes, ensuring compliance with state laws regarding water supply and wastewater treatment.

Additionally, the bill outlines transportation regulations for mobile structures and mandates that innovative housing structures comply with the state building code. It includes provisions for construction document reviews and inspections, whether the structures are built on-site or off-site. The bill also directs rulemaking related to wastewater treatment for these housing types and modifies existing definitions in the modular building standards to exclude innovative housing structures unless the modular program is specifically chosen by the applicant. The act will take effect 60 days after its passage.
