This bill introduces a new legal framework for innovative housing structures, specifically tiny houses, tiny houses on wheels, and yurts, allowing them to be utilized as single-family or accessory dwellings. It establishes definitions for these structures, detailing their size, construction standards, and necessary facilities. The bill mandates that municipalities can permit these structures on individual house lots and treat them as single-family dwellings or accessory units for zoning and permitting purposes. It also sets forth inspection requirements, stating that these structures must undergo the same inspections as traditional single-family homes and outlines the process for inspections, including the issuance of certificates upon successful completion.
Additionally, the bill allows municipalities to assess property taxes on innovative housing structures that are affixed to the property and have been in place for over 180 days. It provides guidelines for the transportation of mobile structures, permitting the use of dealer or temporary trailer plates for compliant trailers. Furthermore, it addresses grey water disposal systems, allowing for their construction and maintenance in conjunction with composting or incinerating toilets, while requiring conventional septic systems if such toilets are replaced. The act will take effect 60 days after its passage.
