This bill introduces new regulations regarding abortion referrals by medical facilities that receive state funding. Specifically, it prohibits these facilities from referring patients for an abortion unless the patient is experiencing a medical emergency or is provided a referral to a pregnancy resource center. The bill defines key terms such as "abortion," "medical facility," and "pregnancy resource center," and establishes that any public body cannot contract with or provide funding to organizations that refer for abortions, unless they comply with the specified conditions. Additionally, organizations that have previously referred patients for abortions must submit an affidavit affirming their intent to comply with these new regulations.

Furthermore, the bill grants taxpayers the right to sue medical facilities or the state if they violate these referral prohibitions, allowing for declaratory and injunctive relief, as well as the possibility of punitive damages if the violation is found to be willful. Any contracts made in violation of these provisions will be voided, and the bill includes a severability clause to ensure that if any part of the law is deemed invalid, the remaining provisions will still be enforceable. The act is set to take effect on January 1, 2027.
