This bill establishes new regulations regarding dog access in state parks, allowing dogs to be present year-round as long as they are under their owner's control. A new section, RSA 12-A:2-l, is added to define what constitutes "under control," which includes being leashed with a fixed-length leash not exceeding 6 feet or being controlled through other acceptable methods. The bill specifies that the Department of Natural and Cultural Resources cannot impose blanket bans on dogs in entire parks but may restrict access in certain areas where there is a documented risk, such as swimming areas, beaches during peak seasons, environmentally sensitive zones, and temporary event areas.

Additionally, the bill amends RSA 12-A:2-c, II(a) to include standards for dog control consistent with the new section. It clarifies that existing rules may be referenced for implementation but cannot override the provisions of this new section. The act is set to take effect on July 1, 2026.
