This bill amends existing laws regarding the display of flags in schools by expanding the requirements to include public charter schools and public academies, while allowing certain private schools to opt out based on their community's religious or political beliefs. The bill mandates that each local school board and governing body of a public charter school must supply a United States flag and a New Hampshire state flag, specifying that the flags must be at least 5 feet in length and 31 inches in width. It also establishes rules for the proper display and care of these flags, including compliance with the federal flag code, and stipulates that flags should be displayed prominently outside school buildings and in assembly areas.

Additionally, the bill allows local school boards to accept donations of flags and related appliances, as well as monetary contributions for acquiring these items. It clarifies that the governing board of every private school must also provide a United States flag and make similar provisions for its display. The bill includes a provision that nothing in this section prohibits the display of other flags or banners on school premises. The effective date of the act is set for 60 days after its passage.
