This bill amends the state building code law to enhance the definitions and roles of approved third-party inspection agencies, particularly in relation to solar energy system projects. Key insertions include the definition of "approved agency," which now encompasses licensed master electricians and ICC-certified electrical inspectors for solar energy systems. Additionally, the bill specifies that approved agency services will include the review of solar energy system permit applications and inspections of solar photovoltaic arrays and associated battery storage systems. The term "building inspection" is expanded to include inspections of solar energy systems, which can be conducted in-person or remotely, adhering to standards set by the International Code Council (ICC) or the National Fire Protection Association (NFPA).
Furthermore, the bill introduces the concept of an "instant permitting platform," which is an online system approved by the state building code review board for the submission and automatic review of permit applications related to solar energy systems. This platform allows for expedited processing, with permits deemed approved unless specific deficiencies are identified by the building official within five business days. Municipal responsibilities are also clarified, requiring municipalities to accept applications and documents for solar energy systems submitted through this platform, ensuring equal access to related documents for approved agencies and owners. The act is set to take effect 60 days after its passage.
