This bill amends RSA 363:38, V(b) to allow public utilities to share individual customer data with municipal emergency management authorities specifically for the purposes of emergency response planning and coordination. The new legal language inserted into the current law clarifies that the disclosure of customer data is permissible for emergency response, in addition to existing provisions for system, grid, or operational needs, as well as for research and development of new rate structures and energy programs.

Furthermore, the bill stipulates that any contracts entered into by service providers after January 1, 2017, must include requirements for third parties to implement reasonable security measures to protect personal information from unauthorized access and to prevent its use for secondary commercial purposes without customer consent. The act is set to take effect 60 days after its passage.
