This bill amends various provisions related to the authority and operations of boards under the Office of Professional Licensure and Certification. It allows boards to establish subcommittees for reviewing matters that could be handled by the full board, as indicated by the new insertion in RSA 310:2. Additionally, it removes the board of registration in optometry's authority to modify the list of approved pharmaceuticals, limiting their role to updating the formulary for pharmaceutical agents. The approval of medical imaging and radiation therapy educational programs is shifted to the executive director's rulemaking authority, and the board of family mediator certification sees a reallocation of certain powers to the office.
Further modifications include the removal of the board of accountancy's ability to establish administrative fines and changes to the qualifications and procedures for family mediators, such as reducing the certification validity period from three years to two and decreasing the required continuing education hours from 24 to 16. The bill also repeals certain provisions related to administrative fines, educational program approvals, and the maintenance of a public list of certified family mediators. The act is set to take effect 60 days after its passage.
