This bill amends the structure and responsibilities of the Home Education Advisory Council by modifying its membership and the terms of its members. The council will now include two nonvoting members from the House of Representatives and one nonvoting member from the Senate, as well as several appointed members from various educational associations and the Department of Education. Notably, the bill introduces a requirement for six members to be nominated by home educator associations, with one member per association, and adds several nonvoting members from different educational organizations. The commissioner of the Department of Education or their designee will also serve as a nonvoting member.

Additionally, the bill establishes new terms for members appointed by the commissioner, setting them at three years with specific end dates, and outlines the council's duties, which include quarterly meetings, communication with home educators, and the establishment of a grievance committee. The council is also required to file an annual report detailing its activities and any legislative concerns. The quorum for council meetings is defined as two-thirds of the filled, appointed voting positions, and legislative members will receive mileage reimbursement for their attendance. The effective date of the act is set for 60 days after its passage.
