Additionally, the bill authorizes the issuance of special number plates to veterans with a general discharge under honorable conditions, provided they apply and present proof of their veteran status, along with the required fees. The previous provision allowing plates for individuals with honorable discharges from allied nations during World War II has been removed.

Furthermore, the bill updates RSA 261-C:3 to clarify that multi-use veterans decal plates will only be issued to veterans as defined in the amended RSA 21:50, I. It also stipulates that applicants must demonstrate their service in a specific branch or the receipt of a medal represented on the requested decal. The non-transferability of these plates remains, allowing surviving spouses to use them until remarriage. The act is set to take effect 60 days after its passage, with an effective date of June 21, 2026.
