This bill establishes restrictions on the sale of certain high-risk rodenticides in New Hampshire, specifically targeting products containing active ingredients such as brodifacoum, bromadiolone, and warfarin, among others. The new legal language inserted into the law includes a subdivision that outlines the applicability of these restrictions and mandates that no person may distribute or sell these rodenticides without first verifying the purchaser's status as either a certified applicator or a registered private or commercial agricultural operation. Additionally, the bill requires that verification be documented at the point of sale and maintained for a minimum of three years. It also prohibits online sales of these products without proper license verification.

The bill grants enforcement authority to the Department of Agriculture, Markets, and Food, as well as state police and other law enforcement agencies, to investigate and penalize violations, which may include unlawful internet or cross-border sales. Violators of these provisions may face civil penalties of up to $5,000 per violation, with each day of continued violation constituting a separate offense. The act is set to take effect on January 1, 2027.
