This bill allows towns to establish a 3-year term for town moderators by amending RSA 40. The new section, RSA 40:1-a, outlines the process for towns to vote on whether to change the moderator's term from the current 2 years to 3 years. At an annual town meeting, voters can decide through either an official ballot or a special ballot. If a majority supports the change, the town will elect a moderator for a 3-year term at the next annual meeting. Additionally, once a 3-year term is established, voters can later decide whether to revert to a 2-year term at subsequent annual meetings.
The bill also specifies the language that must be printed on the ballots for both the initial vote to establish the 3-year term and any future votes to maintain or change the term length. If voters choose not to continue with the 3-year term, the town will revert to electing a moderator for a 2-year term at the end of the current moderator's term. The act will take effect 60 days after its passage.
