This bill mandates that state departments provide annual notifications to full-time employees regarding available benefits, including mental health services, using a standardized template developed by the Department of Administrative Services (DAS). The new section, RSA 98-A:8, outlines that each department must summarize all benefits, such as retirement plans, health insurance programs, and employee assistance programs, ensuring consistent communication across state agencies. Additionally, municipalities and counties are encouraged to adopt this notification practice using the same template.
The bill does not allocate funding or authorize new positions but anticipates an indeterminable increase in state expenditures exceeding $100,000 per fiscal year for the costs associated with developing the template, as well as for postage, mailing, and handling of the benefit summaries. The costs will be covered through the Internal Services Fund and applicable agency funds, including the General Fund. The act is set to take effect 60 days after its passage.
