This bill establishes a new commission tasked with reviewing all drafts of education rules concerning minimum standards for public school approval and state academic standards, as developed by the New Hampshire Department of Education and the state board of education. The commission will be responsible for ensuring that no drafts are submitted to the state board without a completed written review from the commission. The commission will consist of various representatives, including members from the New Hampshire School Administrators Association, New Hampshire Association of School Principals, New Hampshire Association for Supervision and Curriculum Development, and teachers from different educational levels, as well as an expert in competency-based education.

The commission is mandated to recommend language that supports competency-based education principles, adequate education requirements, research-based practices, accountability in education, and professional learning opportunities for educators. It will operate under a structured timeline, reporting its recommendations within 120 days of receiving draft rules. The commission's meetings and reports will be publicly accessible, and it will determine its own work schedule to complete the review process efficiently. The bill also specifies that the commission members will serve terms ranging from three to six years and will elect a chairperson from among themselves. The act will take effect 60 days after its passage.
