This bill amends RSA 194-F by adding a new section, 194-F:4-a, which establishes additional reporting and transparency requirements for scholarship organizations managing education freedom accounts. The scholarship organization is mandated to provide access to all qualifying educational expenses as outlined in RSA 194-F:2, II(a)-(o). If a scholarship organization fails to provide access to these expenses, it will be disqualified from participating in the program. Furthermore, the organization must submit various forms of information, including electronic data and reports, to oversight bodies such as the education freedom savings account legislative oversight committee and the state board of education within 45 business days of a request.

Additionally, the scholarship organization is required to collect and summarize expense information by category and education service provider, with this data to be published on its website within 45 business days after state funds are released. An annual cumulative report must also be made available, ensuring that no personally identifiable information is included. The organization must provide the department of education with timely access to eligibility and enrollment data to support monitoring and compliance efforts. The bill will take effect 60 days after its passage.
