This bill amends the right-to-know law to create an exception for individuals with disabilities and those caring for household members with disabilities regarding physical attendance and quorum requirements for public meetings. Specifically, it allows members of a public body who cannot attend a meeting in person due to a disability, as defined by the Americans with Disabilities Act, or because they are caring for a household member with such a disability, to be counted as "attending in person" for the purpose of establishing a quorum.

The bill modifies RSA 91-A:2, III(a) by inserting language that clarifies these exceptions, while also requiring that any reasons for not being able to attend in person must be documented in the meeting minutes. The act is set to take effect 60 days after its passage.
