The committee will consist of one senator and four representatives, with the first-named representative serving as chairperson. The committee is required to convene within 60 days of the bill's passage and will need a quorum of three members to conduct its business.

The committee's study will address who is financially responsible for educating these students, particularly those placed outside their resident districts, and how these costs are managed by local school districts, the state, and other funding sources. Additionally, the committee is empowered to explore any other relevant issues it deems necessary. It is mandated to report its findings and any legislative recommendations by November 1, 2026.
