This bill introduces new requirements for multi-unit housing developments containing more than six dwelling units, mandating that at least 5 percent of these units be reserved for individuals eligible under the federal Mainstream Housing Voucher program and another 5 percent be designed according to universal design standards for accessibility. The new legal language is inserted into RSA 674, creating a new subdivision titled "Inclusive Housing Developments" and specifically outlining the requirements in section 674:61-a. The bill stipulates that these requirements will apply to developments approved by a planning board on or after January 1, 2027, and assigns regional and municipal housing authorities the responsibility of monitoring compliance.
Additionally, the bill requires the Department of Health and Human Services, in collaboration with the New Hampshire Housing Finance Authority, to develop and distribute informational materials to assist housing authorities and developers in implementing these standards. The bill does not provide funding or authorize new positions but anticipates an expenditure of approximately $120,000 to $130,000 in FY 2027 for compliance monitoring and material development, with ongoing costs of around $100,000 in subsequent years. The effective date of the act is set for 60 days after its passage.
