This bill amends RSA 72:8-c to clarify the valuation process for telecommunications poles and conduits used in public rights-of-way. It establishes that the assessed value for these telecommunications infrastructures will not only be based on the Replacement Cost New (RCN) minus depreciation but will also include a new calculation. Specifically, the assessed value will be determined by taking the average assessed per acre value of adjacent land and multiplying it by the total length of class I, II, IV, and V roads, as reported by the department of transportation from the previous year, and then dividing by 43,560.

Additionally, the bill removes the previous provision regarding the establishment of RCN and replaces it with a requirement for the department of revenue administration to provide municipalities with a schedule of telecommunications pole and conduit RCN based on national cost data guides. The commissioner of the department of revenue administration is also tasked with adopting rules for establishing RCN, ensuring public input in the process. The act will take effect 60 days after its passage.
