This bill amends current motor vehicle laws to introduce a temporary traditional driver's license for youth operators who are transitioning to an operator's license as they approach their twenty-first birthday. Specifically, it allows the division of motor vehicles to issue temporary licenses up to 30 days before the individual turns 21, which will remain valid for driving purposes until the new license is issued and for up to 60 days after the expiration of the youth operator's license. Additionally, for online renewals, a transaction receipt can serve as a temporary license when accompanied by the existing driver's license.

The bill also revises registration requirements and fees for fleet vehicles. It introduces new provisions regarding the registration process, including adjustments to fees based on the owner's birth month and stipulations for renewing registrations within a specified timeframe. Notably, if a vehicle's registration is not renewed within 24 months of its expiration, the renewal fees will be calculated based on the applicable mill rate at the time of the missed renewal. The effective date for the temporary license provision is set for July 1, 2026, while the remainder of the act will take effect upon its passage.
