This bill modifies the purpose and operational requirements of the Education Freedom Savings Account (EFA) Oversight Committee. It expands the committee's responsibilities to include the review of student data, eligibility requirements, and EFA expenditures, in addition to monitoring the implementation of existing laws related to education funding. The bill mandates that the committee meet at least once a month, with all meetings to be live broadcasted and recorded on the general court website. Furthermore, it requires that all agendas, minutes, and reports from committee meetings be posted on the Department of Education's website.

Additionally, the bill stipulates that the committee must submit an annual report by November 30 each year, detailing its findings, recommendations, and any necessary improvements to the EFA program. The language changes include the insertion of new responsibilities for the committee and the deletion of previous language that was less comprehensive regarding the committee's oversight functions. The act will take effect 60 days after its passage.
