This bill aims to prohibit motor vehicle manufacturers, dealers, and their agents from imposing subscription fees for the activation or use of certain features that are already installed in vehicles at the time of sale or lease. Specifically, it introduces new legal language to RSA 357-C:3, establishing that no manufacturer or dealer can require a subscription service for features that utilize components, software, or hardware already present in the vehicle, provided these features would function without ongoing costs to the dealer or manufacturer and serve as advanced safety features.
However, the bill includes exceptions to this prohibition. It specifies that the restrictions do not apply to dealer-supported navigation system updates, live traffic data, integrated streaming services, and other services that require ongoing data connections. Additionally, any software updates provided by the dealer or manufacturer that address safety-related defects and do not incur a fee are also exempt from this regulation. The bill is set to take effect 60 days after its passage.
