This bill amends existing law to allow the commissioner of corrections to release inmates from state prison to participate in post-secondary education programs in their community, in addition to the current provisions for gainful employment and public service. Specifically, the bill modifies RSA 651:25, I by inserting language that permits release for the purpose of obtaining post-secondary education for which the inmate has been accepted. The bill also clarifies that any part of a day spent in post-secondary education will count as a full day served toward the inmate's sentence, as outlined in the amended RSA 651:25, III.
Furthermore, the bill includes provisions for the consequences of escape or failure to return from such educational opportunities, maintaining that inmates will be subject to the institution's rules and can be punished accordingly. The commissioner retains the authority to recall any inmate if there are concerns regarding community safety. The act is set to take effect 60 days after its passage.
