This bill amends RSA 214-A:4 to extend the time period for the remission of certain Off-Highway Recreational Vehicle (OHRV) and snowmobile fees. The key changes include replacing the deadline for payment from the "fourteenth" of each month to the "last business day" of each month. Additionally, the bill clarifies that if the accounting and payment are mailed, they will be considered timely if postmarked by the last business day of the month in which they are due. The bill also consolidates the previous sections regarding accounting and payment into paragraphs I and II, while deleting references to paragraphs III through VIII.

Furthermore, the bill maintains penalties for delinquent payments, specifying that agents will incur a penalty of 10 percent of the amount due or $10, whichever is greater, if payments are late. If payments remain delinquent for 30 days, the agency status will be terminated. The executive director retains the authority to waive penalties under certain circumstances. The act is set to take effect on July 1, 2026.
