This bill allows municipalities and school districts in the state to hold their elections for local officers on the same day as the state primary election, starting from September 2028. It introduces new sections to existing laws, specifically RSA 39 and RSA 197, which provide the option for towns and school districts to align their election dates with the state primary. Towns and school districts must vote by a majority at an annual or special meeting to adopt this option and must notify the secretary of state by December 31 of the year prior to the first election conducted under this provision. The bill also stipulates that while the election of officers can occur on the state primary date, all other required meetings must still be held on their originally scheduled dates.

Additionally, the bill includes a provision for state reimbursement of local election costs incurred by towns and school districts that choose to hold their elections on the state primary day. This reimbursement will cover direct costs such as printing ballots, staffing election officials, and other related expenses. Municipalities and school districts will need to submit claims for reimbursement in a prescribed format and by a specified deadline. The state treasurer is tasked with maintaining a dedicated budget line item to ensure funds are available for these reimbursements. The act is set to take effect 60 days after its passage.
