This bill establishes regulations for weather modification, specifically cloud seeding, in New Hampshire, allowing such activities only during declared emergencies due to catastrophic droughts. The bill repeals and reenacts RSA 12-F:1, stipulating that cloud seeding can only occur when the governor declares a state of emergency based on recommendations from the Department of Environmental Services or other relevant agencies. The declaration must be based on the severity of the drought and its potential risks to the state's water supply, agriculture, public health, or economic stability. Additionally, the state must document the emergency and state that cloud seeding is necessary to mitigate drought impacts.

Before any cloud seeding can take place, a 14-day environmental review is required to assess potential risks and benefits, ensuring no harm comes to the environment, public health, or wildlife. The Department of Environmental Services will oversee all cloud seeding activities, ensuring compliance with regulations and evaluating their effectiveness. Public notice must be given at least one month prior to any proposed cloud seeding, including details about the chemicals and technologies used, their effects on health and wildlife, and funding sources. The act will take effect 60 days after its passage.
