This bill establishes specific regulations for cloud seeding activities in New Hampshire, allowing such practices only during declared emergencies of extreme or exceptional drought, as defined by the United States Drought Monitor for a minimum of 90 days. The existing law, RSA 12-F:1, is repealed and replaced with new provisions that require entities wishing to conduct cloud seeding to first perform an environmental review. This review must assess potential risks and benefits, ensuring that the activities do not harm the environment, public health, or wildlife. The Department of Environmental Services has the authority to reject any proposed cloud seeding if the review indicates potential harm.
Additionally, the bill mandates that at least one month before any cloud seeding activities, the Department of Environmental Services must notify the public through at least four newspapers and its website, detailing the date, type of activities, chemical compounds used, potential effects on human health and wildlife, and funding sources. Furthermore, the department is required to submit an annual report by April 1 to the governor, speaker of the house, and senate president, summarizing any cloud seeding activities from the previous year, with the stipulation that no report is necessary if no activities occurred. The act will take effect 60 days after its passage.
