This bill mandates that employers notify public employees within five business days of receiving a complaint against them. The notification must include the text of the complaint and the identity of the complainant, unless certain exceptions apply, such as legal restrictions, safety concerns, or ongoing investigations. If disclosure of the full complaint is not permissible, employers are still required to inform the employee that a complaint has been received and provide a general description of the alleged conduct, along with an explanation for withholding specific details.

Additionally, the bill empowers the Department of Labor to enforce these notification requirements and impose civil fines on employers who fail to comply. The new section added to RSA 275-E outlines the definitions, requirements, and exceptions related to the disclosure of complaints against public employees, ensuring that the rights of whistleblowers and the integrity of investigations are maintained. The act will take effect 60 days after its passage.
